Before pooling rules were introduced, a carrier requesting service in an exchange like Saratoga Springs received a block of 10,000 numbers, even if the company expected to serve only several dozen customers. Thousands-block pooling split these assignments into units of 1,000 numbers, allowing multiple competing carriers to share a single three-digit exchange prefix. This mechanism reclaimed hundreds of thousands of dormant lines before the 838 relief plan took effect.
Even with strict pooling rules, population migration into the Capital District, combined with the rise of cellular-connected automobiles, municipal smart utility networks, and multi-SIM wireless tech, ensured that the single 518 footprint could no longer meet regional demand alone.
