A plain paper cone looks like an ordinary party hat until you attach flowing fabric. To achieve the classic princess profile, cut an 18-to-24-inch strip of standard nylon tulle or chiffon netting. Snip a tiny 1/4-inch opening at the sharp tip of your cone before securing the final side seam.
Thread 2 inches of the tulle through the inside of the cone and out through the top hole. Tie a firm knot inside the cone so the fabric cannot pull through, then add a drop of low-temperature glue inside the tip to anchor it permanently. The remaining fabric will cascade down the wearer's back, floating with natural movement as they walk.
Cover raw base edges with decorative ribbon trim embellishments. Running a 1/2-inch velvet band, metallic ric-rac, or satin bias tape along the bottom perimeter serves two functions. It conceals scissors marks and softens the edge against the wearer’s forehead.
